                                  SPECIAL MEETING MINUTES
                                            For December 7, 2009

The council interviewed the candidates for Linda Zehm’s council position
that will be vacant at the beginning of January 2010 at 6:30 p.m.

I. CALL TO ORDER:
Mayor John Jaeger called the meeting to order at
7:05 p.m.  Council members present at the meeting were Jaeger, Mike
Bogenreif, Debbie Groom, John Giudice, Roy Schulz, David Tysz, Melinda
Wilkins, and Linda Zehm. Also present was Clerk/Treasurer, Kynda Browning. 
In attendance in the audience were Dave Merry and Eileen Soldwedel.

II. PLEDGE OF ALLEGIANCE: Mayor Jaeger asked those present to join
him in the Pledge of Allegiance.

III. PROFESSIONAL CONSULTATION: Layne Merritt was in attendance
to talk about the reservoir rehabilitation project and the well rehabilitation project. 
We received a letter from J.R. Bonnett Engineering stating we have a crack on
our reservoir wall that is 3 or 4 inches wide. Layne Merritt gave the council
prices to fix the water reservoir, including putting a new supporting wall around
it and to rehabilitate the well. After discussion, Mike Bogenreif made a motion to
apply for a grant to CDBG and to Rural Development, for a loan/grant to
rehabilitate the well and the reservoir, and pay the additional $4100 for
engineering services with Century West Engineering. Dave Tysz seconded the
motion; all council members voted yes. 

IV. REVIEW LETTER TO PROPERTY OWNERS FOR SUR-CHARGE:
The council reviewed the letter. They approved the letter with one small change.

V. APPROVE BENEFITS/SALARY FOR EMPLOYEES FOR 2010: The
council adjourned into executive session at 9:15 for 45 minutes.  The meeting
reconvened at 9:57 p.m. Roy Schulz made a motion to give Duane Groom a
$500 per month salary increase and $125.00 per month to pay the deductible
portion of his insurance. Funding for this salary increase will come entirely from
the savings, by changing his insurance from full family coverage at a cost of
$1807.74 per month, to a single, high deductible insurance at a cost of
$272.79 per month plus dental, vision and disability. This will be a savings
to the city of $1,331.60 per month or $15,979.20 per year. Schulz also
moved to give Rob Brown a 3% increase in his salary for $864.25 per
year and $125.00 per month to go into an HAS (Health Savings Account)
to pay the deductible portion of his insurance. This will save the city
$3,652.32 per year for a total savings of $19,631.52.  His motion also
was to give Tara Chittenden 5 more hours per week, costing the city
$260.00 per month. Kynda Browning’s salary/compensation package
remained the same as 2009. Melinda Wilkins seconded the motion; all
council members voted yes, except Debbie Groom, who abstained from
voting. 

VI. REVIEW CURRENT EXPENSE PORTION OF BUDGET: The
council studied the current expense portion of the 2010 budget.

VII. GOLF COURSE LEASE: We are revising the old lease agreement,
and it will be sent to the city attorney to be reviewed before the council can
approve it.

The mayor gave the council a breakdown of our Avista bill. 
                                
VIII. READING OF FINAL 2010 BUDGET: The final 2010 budget will be
adopted at the December 21st meeting.

IX. ADJOURNMENT: Mike Bogenreif made a motion to adjourn the meeting
at 10:05 p.m. Debbie Groom seconded the motion; all council members voted
yes.
