City of Tekoa COUNCIL MEETING MINUTES For January 23, 2017
I. CALL TO ORDER: Mayor John Jaeger called the meeting to order at 7:00 p.m. Council members present at the meeting were Jaeger, Ted Blaszak, John Giudice, Carol Sturman, David Tysz, and Troy Wilson. Kynda Browning, Clerk/Treasurer, was also in attendance. In attendance in the audience were Duane and Debbie Groom, Diane Harp, Pete Martin, Monte and Cheryl Morgan, Threasa Raines, Wendy Sienknecht, and Fred and Della Wagner.
II. PLEDGE OF ALLEGIANCE: Mayor John Jaeger asked those present to join him in the Pledge of Allegiance.
III. PROFESSIONAL CONSULTATION: Rick Scott, the director of S.C.O.P.E from Spokane County, talked about the Safe Streets program.
Diane Harp was in attendance and talked about the Healthy Tekoa Coalition.
IV. COMMENTS FROM THE AUDIENCE: Wendy Sienknecht was in attendance and talked about the Community Center and read information from council meetings concerning the community center and input she has received from the community. The following people talked about their concerns with the remodeling the community center and their views on why we should proceed with the remodeling: Ted Blaszak, Dave Tysz, Carol Sturman, Monte Morgan, Mayor Jaeger, Cheryl Morgan, Diane Harp, Threasa Raines, Pete Martin, and Troy Wilson. After discussion, it was decided to have a public hearing at the theatre to get more input from the public.
Threasa Raines said the guys have done a great job plowing the roads.
V. CORRESPONDENCE: There was none.
VI. OLD BUSINESS:
A. STREET BUDGET STATUS: Mayor Jaeger said that some people think the street levy money is used for other funds besides the streets (like the community center for instance). He said we use the money only for the streets. He would like to run the levy again in November, and will put information in the newsletter to let people know the street levy money is only used for streets.
B. PUBLIC SAFETY REPORT: Alyssa Heagy was not in attendance.
C. ANIMAL ORDINANCE: Alyssa Heagy was not in attendance.
D. FIRE DEPT. RATING: Mayor Jaeger talked to the woman from the fire ratings bureau and she will let us know what we need to get together for them to get our fire rating lowered. Ted Blaszak said he will talk to Donovan Chase about getting us the information.
E. STATUS OF COHN TRUST: We don’t have any new information. We are waiting for Ted Rasmussen to get the trust finalized for us.
F. PAY PHONE STATUS: The council said people use it and they will keep it.
G. .09 GRANT: Mayor Jaeger said Mr. Gabbard will give us an estimate on the cost of the heating and lighting for the community center.
VII. NEW BUSINESS:
A. CREDIT CARD LIMIT/NAMES FOR CREDIT CARDS FOR CHANGING CREDIT CARD TO BANNER BANK: Browning explained that it would be beneficial for the city to change credit card companies to Banner Bank, so we can make payments locally. Troy Wilson made a motion to apply to Banner Bank for credit cards for Kynda Browning for $10,000.00, Duane Groom for $5,000.00 and Kevin Turnbough for $5,000.00. Ted Blaszak seconded the motion; all council members voted yes.
B. APPROVAL TO PAY TO HAVE SAMPLES DELIVERED TO ANATEK LABS: Browning explained to the council that our sewer and water samples have to be delivered within 24 hours, and the post office doesn’t always deliver them within that time period. We are asking to pay Rich Chittenden to deliver our samples on a weekly basis for $20.00 per time. Troy Wilson made a motion to approve paying Rich Chittenden $20.00 a week to deliver the samples for the city. Carol Sturman seconded the motion; all council members voted yes.
C. PEOPLE IN COMMUNITY HELPING WITH PLOWING: Mayor Jaeger asked the council if there are other people in the community that need to be thanked for helping to clear the snow besides Cliff Melton, Steve Haxton, Harold Huff, Larry Heaton, Randy Wise, Doug Sienknecht, and Anthony Ferrell. Mayor Jaeger said he has heard nothing but positive comments about the job Duane Groom and Kevin Turnbough are doing.
D. SELECT ENGINEER FOR CDBG: After adding the score for the two engineering firms, Century West and JUB Engineering, Century West had a higher score for the CDBG planning-only project. Dave Tysz made a motion to hire Century West for the CDBG planning-only grant. John Giudice seconded the motion; all council members voted yes.
E. MAYOR PRO-TEMPORE FOR 2017: After discussion, Carol Sturman voted to appoint Troy Wilson as the Mayor Pro-tempore for 2017. John Giudice seconded the motion; all council members voted yes.
F. SNOW MAINTENANCE: After discussion, it was decided to hire Cliff Melton to clear the snow from the downtown sidewalks. Dave Tysz made a motion to hire Cliff Melton to clear snow from sidewalks for $17.50 per hour. Ted Blaszak seconded the motion; all council members voted yes.
VIII. REPORTS:
A. MAYOR’S REPORT: There was none.
B. CLERK/TREASURER REPORT: There was none.
C. COUNCIL REPORTS: Ted Blaszak reported on the trestle.
IX. CONSENT AGENDA:
A. APPROVE December 5, 2016, MEETING MINUTES: Carol Sturman asked about the way the minutes were written in December for the street levy motion. Kynda Browning explained the minutes. Carol Sturman made a motion to approve the December 5, 2016, meeting minutes as presented. John Giudice seconded the motion; all council members voted yes.
B. APPROVE BILLS FOR PAYMENT: Carol Sturman made a motion to approve payroll checks 12668 through 12676, 12679 and EFT payroll checks for December 15, 2016, December 31, 2016, and January 13, 2017 totaling $29,960.56; and check numbers 12657 through 12667, 12677, 12678, 12680 through 12706 for December 15, 2016, December 31, 2016, and January 13, 2017, and EFT checks for $76,763.28 as presented. John Giudice seconded the motion; all council members voted yes.
X. ADJOURNMENT: Carol Sturman made a motion to adjourn the meeting at 9:40 p.m. John Giudice seconded the motion; all council members voted yes.
