                                                              COUNCIL MEETING MINUTES
                                                                            For June 21, 2010

I.  CALL TO ORDER: Mayor John Jaeger called the meeting to order at 7:00 p.m.  Council members present at
the meeting were Jaeger, Mike Bogenreif, John Giudice, Debbie Groom, Roy Schulz, Eileen Soldwedel, Dave Tysz
and Troy Wilson. Also present were Clerk/Treasurer, Kynda Browning; and Maintenance Supervisor, Duane
Groom. In attendance in the audience were Jeslyn Lemke, Doug and Wendy Sienknecht, and Adam and Abby
Smith.

II.  PLEDGE OF ALLEGIANCE: Mayor Jaeger asked those present to join him in the Pledge of Allegiance.

III.  PROFESSIONAL CONSULTATION: There was none.

IV.COMMENTS FROM THE AUDIENCE: There was none.

V.  OLD BUSINESS:

     A. PROPERTY SUB-DIVISION: Troy Wilson said that the planning committee met with Abby and Adam
     Smith to discuss sub-dividing their property and approved of their plans.  Troy Wilson made a motion to
     sub-divide Adam and Abby Smith’s property as requested.  Mike Bogenreif seconded the motion; all council
     members voted yes.

     B. CODE ENFORCEMENT OFFICER: Mayor Jaeger said there were three applicants for this position. 
     He selected Mike Bogenreif as the new code enforcement officer. Dave Tysz made a motion to approve
     paying $500 per month with no limit on hours, and he will not charge the city mileage.  We will also purchase a
     coat, shirt and other materials as needed for his position. Eileen Soldwedel seconded the motion; all council 
     members voted yes.  Mike Bogenreif abstained from voting.  He will start it immediately, and we will prorate
     the month of June.

     C.  ENGINEER FOR 2010: Troy Wilson addressed the council and said that he called all the references for
     the engineers and selected Century West, Progressive Engineering Group, and TD & H, one of which the
     council will select.  Eileen Soldwedel made a motion for the council to score the top three engineers and turn
     them in by Friday. The engineer with the highest score will be selected.  Mike Bogenreif seconded the motion;
     all council members voted yes. 
 
     D. TRAIL PROPERTY: Mike Bogenreif said that he is waiting to hear from the railroad concerning the trail.
     There was a concern about recent grading in wetland areas.  Browning will do research concerning the Shoreline
     Protection Act.  Debbie Groom made a motion to have the city property surveyed.  Roy Schulz seconded the
     motion, and he amended the motion to include the railroad property we are considering purchasing. Mike
     Bogenreif will try to make arrangements with the railroad to obtain a copy of the deed.  John Giudice seconded
     the amended motion; all council members voted yes on the amendment.  The council approved the main motion. 
     Dave Tysz made a motion to put a $10,000 ceiling on the price of the survey.  Mike Bogenreif seconded the
     motion; all council members voted yes. 
 
     E.  SUMMER HELP: Duane Groom told the council that he hired Gary Brown as the summer maintenance
     worker. He told about his past experience.  Caleb Chittenden is also back to work for the city for the summer. 
 
     F.  SUMMER ROAD WORK: Troy Wilson said that we talked about having Whitman County do work for
     us. He gave prices to the council for the work. After additional discussion, it was decided to have Troy Wilson
     and Duane Groom look at the roads with the engineer and make a recommendation for the July council meeting.

VI.  NEW BUSINESS:

     A.  GREENHOUSE GAS REDUCTION EMISSIONS POLICY RESOLUTION:
John Giudice made
     a motion to approve the Greenhouse Gas Reduction Emissions Policy Resolution No 10-03 and the greenhouse
     gas certification as presented.  Mike Bogenreif seconded the motion; all council members voted yes.

     B.  SIX-YEAR TRANSPORTATION IMPROVEMENT PLAN (Public Hearing): Mayor Jaeger opened
     the public hearing. The council went over the six-year transportation improvement plan.  Roy Schulz made a
     motion to approve the plan as changed and Resolution No. 10-4.  Debbie Groom seconded the motion; all
     council members voted yes. 

     C.  JULY 5, 2010,MEETING: We will not have a meeting on July 5, 2010.
 
     D.  MOSQUITO FOGGING: Duane Groom will be doing the fogging on Wednesday nights, weather
     permitting.

     E.  DOGS: Doug Sienknecht was in attendance and asked the council to consider doing something to control
     certain breeds of dogs in the city especially after his horse was attacked by a Pit Bull.  The council discussed
     what to do about Pit Bulls.  Wendy Sienknecht asked the council to be sure to make a good decision and be
     consistant about how we approach all dogs.  Dave Tysz talked about Brewster’s dog ordinance. Mike
     Bogenreif made a motion to adopt Brewster’s Pit Bull ordinance with modifications.  We will allow Pit Bull
     owners until July 31, 2010, to comply with the specifications in the ordinance. John Giudice seconded the
     motion; all council members voted yes. 
                                    
VII.  MAINTENANCE REPORT: (DUANE GROOM) There was none.

VIII.  CLERK/TREASURER REPORT: (KYNDA BROWNING) Browning told the council that she
transferred two of the CD’s into the regular checking, because the bank is no longer offering CD’s to a public entity.

IX.  MAYOR’S REPORT: Mayor Jaeger said that Slippery Gulch went well.

X.  COUNCIL REPORTS: There were none. 

XI.  CONSENT AGENDA: 

     A.  APPROVE MAY 17, 2010, MEETING MINUTES:
Roy Schulz made a motion to approve the May 17,
     2010, meeting minutes as presented.  Mike Bogenreif seconded the motion; all council members voted yes.

     B.  APPROVE BILLS FOR PAYMENT: Debbie Groom made a motion to approve payroll check numbers
     8611 through 8625, 8628 through 8630, 8653 through 8657 and EFT 941 pmt. and HSA pmt for $15,541.34,
     and check numbers 8626, 8627, 8632 through 8652 and 8658 through 8674 and voided check 8667 and 8668
     for $63,680.73 as presented. Mike Bogenreif seconded the motion; all council members voted yes.

XII.  ADJOURNMENT: Mike Bogenreif made a motion to adjourn the meeting at 9:15 p.m. John Giudice
seconded the motion; all council members voted yes.
