COUNCIL MEETING MINUTES
For May 17, 2010

I.  CALL TO ORDER: Mayor John Jaeger called the meeting to order at 7:00 p.m.  Council members present at the meeting were Jaeger, John Giudice, Debbie Groom, Roy Schulz, Eileen Soldwedel, Dave Tysz and Troy Wilson. Also present were Clerk/Treasurer, Kynda Browning; Maintenance Supervisor, Duane Groom; and Water Supervisor, Rob Brownfield. In attendance in the audience were Keith Andersson, Carol Fisher, Dan Hay, Tim McClure, Diane McClure, Becky St. John and Terry Thomas.

II.  PLEDGE OF ALLEGIANCE: Mayor Jaeger asked those present to join him in the Pledge of Allegiance.

III.  PROFESSIONAL CONSULTATION:
Becky St. John was in attendance to discuss the city bank accounts at American West Bank. 

IV.  COMMENTS FROM THE AUDIENCE: Tim McClure talked about an incident he had with a dog in the past.  Terry Thomas was in attendance, and there was discussion about an incident she recently had with a dog.

V.  OLD BUSINESS:

   A.  PDA REPORT:
Roy Schulz reported about the PDA and he will continue to update the council on the plans
   for the PDA in the future.

   B.  HAY PROPERTY: Mayor Jaeger gave the council copies of a plat map that Dan Hay had approved by the
   city council in 2008.  The council accepted the plan as presented at that time.  According to our ordinances, a
   planning commission should have worked with Dan Hay at the time and they should have brought it to the council
   to have it accepted, but that did not happen.  Stephen Bishop says that the city has control of the water and sewer
   lines and the streets in the Hay Sub-division.

   C.  PROPERTY SUB-DIVISION: Mayor Jaeger asked that the planning commission meet with Smiths about
   their property as soon as possible to discuss sub-dividing their property.

   D.  CODE ENFORCEMENT OFFICER: Mayor Jaeger gave the council a job description.  Eileen
   Soldwedel thought that Item One should be done by the building inspector.  They talked about dogs, and it
   was suggested that Duane Groom and Rob Brownfield take care of dogs during the day, and the code
   enforcement officer would take care of them after hours.  Eileen Soldwedel made a motion to adopt the code
   enforcement officer job description with the deletion of Item Number One.  Dave Tysz seconded the motion;
   all council members voted yes.
 
   E.  ENGINEER FOR 2010: The council will score the SOQ’s from the engineers, and we will have the tally
   for the June council meeting.

   F.  TRAIL PROPERTY: Mayor Jaeger said the railroad will not sell the property on the way to Latah and the
   state line. There will be more presented on this issue at the June council meeting.

VI.  NEW BUSINESS:

   A.  GREENHOUSE GAS EMISSIONS ORDINANCE:
Browning was not able to get this ordinance and
   will have it for the next council meeting.
 
   B.  SUMMER HELP: Mayor Jaeger said that we will have a student working for the city to mow lawns.  The
   city will also hire a person to assist Duane Groom with the summer projects.  The council appropriated money for
   this person in the budget.

   C.  JUNE 7, 2010 MEETING: We will not have a meeting on June 7, 2010.                                  

VII.  MAINTENANCE REPORT: (DUANE GROOM) He reported they are in the process of repairing a
water leak on Washington Street, and they repaired the sewer line in front of the Artisan Restaurant. 

VIII.  CLERK/TREASURER REPORT: (KYNDA BROWNING) There was none.

IX.  COUNCIL REPORTS: 
~Troy Wilson reported 1.) he could not find a company interested in taking over our pay phone.  The council said
they would like to keep the pay phone to have it available for people to use. 2.) He looked at circuits for the water
tank and found out you can hang your own lines.  It would be $20.00 a pole per year. 3) He reviewed the roads
around town with Duane Groom. He contacted the county, and they are willing to help us with our roads.  The
supervisor will meet with Duane Groom. An estimated price to seal a paved road is $3.00 per square yard, and
it is $6.00 per square yard to chip seal a road.  He will get more information for the June meeting.
~Eileen Soldwedel said there is a roundtable meeting in Colfax to ask what Whitman County can do for the small
towns.
~Roy Schulz talked about the airport and the decision not to put a printer on the gas pump.
~Debbie Groom talked about improvements at the cemetery.

X.  MAYOR’S REPORT:  There was none.

XI.  CONSENT AGENDA: 

   A.  APPROVE April 19, 2010, MEETING MINUTES and the May 3, 2010 SPECIAL MEETING
   MINUTES:
John Giudice made a motion to approve the April 19, 2010, meeting minutes and the May 3, 2010
   special meeting minutes as presented. Debbie Groom seconded the motion; all council members voted yes.

   B.  APPROVE BILLS FOR PAYMENT: Roy Schulz made a motion to approve payroll check numbers 8553
   through 8567, 8570 through 8573, 8587 through 8591 and EFT 941 payment for $15,609.55; and check number
   8568, 8569, 8574 through 8586 and 8592 through 8610 for $43,753.18 as presented. Debbie Groom seconded
   the motion; all council members voted yes.

XII.  ADJOURNMENT: Debbie Groom made a motion to adjourn the meeting at 9:30 p.m. Mike Bogenreif
seconded the motion; all council members voted yes.
